For correct fitment of the cover to the seat pan and foam, the metal base must be free of damage and rust. The foam can be reused if still soft, compressible, and holding its original shape. Replacement seat foams are available and often used when a new seat cover is installed.
The seat cover is stretched over the foam padding and seat pan and retained by either sprags, seat pan tabs, or adhesive. A separate trim strip around the base of the seat pan finishes the seat cover. Seat recovering requires skills that may be best reserved for a professional upholsterer
